Land-use and green-infrastructure committee of Fayetteville forward to meet at 3:30 p.m. Wednesday, July 28, 2010, in Room 11 of city hall to discuss stormwater managment and erosion-control ordinance being considered by City Council on August 3, 2010

To the Fayetteville Forward Land Use Planning and Green Infrastructure Committee-------

Not much has been happening this summer with our committee, but that doesn't mean green infrastructure matters aren't moving right along.  One in particular will be on it's third and final reading at the next City Council meeting on August 3, 6pm,  City Hall.

This is what is being considered for the council's vote:

1. Amend Chapters 169: Physical Alteration of Land and Chapter 170: Stormwater Management, Drainage and Erosion Control:  An ordinance amending Chapter 169: Physical Alteration of Land and Chapter 170: Stormwater Management, Drainage and Erosion Control of Title XV of the Code of Fayetteville (Unified Development Code), to clarify stabilization requirements, require phased construction for sites larger than 20 acres, clarify re-vegetation requirements, clarify requirements for cut and fill slopes and retaining walls, define maintenance responsibility for stormwater management systems, restrict location of dirt and topsoil storage and define stabilization practices for dirt and topsoil storage, define a qualified inspector for erosion and sediment control best management practices, and require site plans for one and two family residences to contain a plan for erosion and sediment control and final on-site drainage.  This ordinance was left on the First Reading at the July 6, 2010 City Council meeting and on its second reading, July 20. 

2. Amend Chapter 177: Landscape Regulations:  An ordinance amending Title XV: Unified Development Code of the City of Fayetteville, to amend Chapter 177: Landscape Regulations in order to modify existing requirements and regulations that address perimeter landscaping for development. This ordinance was left on the First Reading at the July 6, 2010 City Council meeting.

The yellow highlighting on the document is where changes have been made, and  which are being voted on .  Members of this committee with interest in land use should pay special attention to  this amendment so please look over it .  Sarah Wrede, from the city's engineering department and who handles matters involving storm water, will be available to explain the amendment and to answer questions.  We will be meeting with her next week  so please come if you can.

OLD BUSINESS

1.      Beverly Swaim moved, 2^nd Ron Butler the approval of the minutes. Minutes approved.

2.      In the treasurer’s absence, Lorna Sterrett presented the Financial Statement. Ron Butler moved 2^nd Wes Sites approval of the statement as presented. Motion passed.

NEW BUSINESS

1.      President McClain reported on the Veterans Commission meeting he attended earlier in the week. The idea to stop charging military veterans taxes was presented at the meeting.

2.      Cliff Madewell of Madison County was welcomed to the meeting.

3.      President McClain announced Al Newton, small businessman from Springdale, donated $1000 in honor of his father and charged other small businesses in the area to match his donation.

4.      President McClain announced that starting in January 2011 you will be able to get “veteran” on your driver’s license.

5.      Started discussion of 2010 5K run fundraiser. It was pointed out we need to be raising money now.

ANNOUNCEMENTS

1.      Everyone please take a few minutes to write a letter to the editor regarding the cemetery. Bring copies of your letter to the next meeting. IF WE DON’T DO THIS, WE WILL BE IN THE SAME SHAPE NEXT YEAR.

2.      The VSO office is located on the County South Campus close to the jail. Everyone feel free to stop by and see the new location. They are there to help all veterans

3.      Home Depot and Lowe’s give 10% discount to veterans.

WASHINGTON — The remains of more than 200
troops were misidentified or improperly buried at
Arlington National Cemetery, according to an Army
investigation of operations at the premier final
resting place for 330,000 servicemembers.

Arlington is the "most hallowed burial ground of
our nation's fallen," Army Secretary John McHugh
said. More than 4 million people come each year to
the 146-year-old cemetery, where an average of 27
funerals are conducted each day.

It is home to the graves of President John F.
Kennedy and World War II hero Audie Murphy.

Cemetery superintendent John Metzler was stripped
of his authority but will remain on staff until his
retirement July 2, McHugh said. Thurman
Higgenbotham, Metzler's deputy, was placed on
administrative leave.

The investigation found problems with identification
and record keeping at 211 graves, McHugh said. In
one case, the remains of an airman were buried in
an unmarked, occupied grave.

Such revelations are outrageous, said Thomas
Tradewell, national commander of the Veterans of
Foreign Wars. "The VFW is deeply saddened by the
thought of all the family members who are just now
learning that their loved one may, potentially, not be
resting in peace," he said.

Reports by the website Salon.com in July 2009 first
detailed problems at the cemetery, and then-Army
secretary Pete Geren launched the inspector
general's investigation in August.

McHugh announced a series of changes Thursday,
including naming former senators and Army
veterans Max Cleland, D-Ga., and Bob Dole, R-Kan.,
to lead a new Army National Cemetery Advisory C
ommission.

More investigations are on the way, as Rep. Ike
Skelton, D-Mo., chairman of the House Armed
Services Committee, said his panel will investigate
the cemetery. "This conduct is disgraceful and
cannot be tolerated," Skelton said.
